Yes. When comparing two pair hands, the higher set of pairs takes precedence. So even if a player had two kings and two 2s, it would still beat another player's two queens and two jacks. Just remember the higher value pair is always considered first. If both players have a tie, say you have two Kings and two Queens and the other player has two Kings and two Nines, than the other pair would determine the winner. So you would win the hand. If both player's pairs are the same, than the kicker would be used to determine the winner.
