Playing Omaha....under any circumstances can a player use just one hole card to make his hand...example below.

Omaha High....9,10,J,Q,3 is on the board. Can a player at any time use an 8 or a K (not both in his hand) to make the straight? Again, using just one card. Regardless of what the others are playing. My understanding is that a player must play 2 cards that are not on the board to make his hand. Bottom line, does the player have to play 2 cards regardless.....Thanks
